A Shared Vision

Public Safety

A safe community is the foundation where families thrive and local businesses succeed. True public safety is about the peace of mind that comes when you know your kids are secure walking home and your property is protected. We are building a community where residents feel completely confident in their neighbourhoods. Achieving this vision takes steady effort, proactive investments on the front lines, and practical solutions that stop problems before they start.

The Focus

  • Visible Neighbourhood Presence: Backing initiatives such as the WPS Rapid Response Unit so officers can spend more time patrolling our streets, cutting down 911 response times for property crimes and suspicious activity.
  • Targeting Problem Areas: Continue to support WPS in their enforcement of open drug use, vandalism, encampments, and property crime. I am also continuing to ensure our bus shelters are for transit users, not living shelters. I will always put safe communities first and foremost.
  • Effective Partnerships: I will continue working with the Province and community groups to tackle the root causes of addiction, homelessness, and poverty. I support investing in youth programming through our community centres and not for profit organizations. Those struggling with significant mental health and addiction issues must be housed in safe spaces. Safety in our community comes first.

A safe community is the foundation for everything else we build. Over the past term, I have secured funding for new police resources in our community. I have introduced Community Safety Officers and WPS onto buses, cracked down on open drug use, and removed all encampments in our neighbourhood. Meaningful progress takes continuous work, and I remain focused on a no nonsense, common sense and practical approach to community safety.

A Shared Vision

Local Infrastructure

Reliable infrastructure is the backbone of a strong community, connecting us to work, school, and each other. We are making historic investments in our roads, but as we build for the future, we must respect your time today. Our vision is a Charleswood-Tuxedo-Westwood where essential upgrades are completed efficiently, roadwork is coordinated to keep traffic moving, and our daily commutes become safer and smoother year after year.

The Focus

  • Smarter Project Coordination: I will work with Public Works to ensure major roadways in our neighbourhoods are not under construction at the same time. This will minimize commuter delays and reduce disruptions to local businesses whenever possible.
  • Neighbourhood Streets & Sidewalks: I will explore new ways to preserve and repair our neighbourhood streets, including upgrading road surfaces on bus and high traffic residential routes. I will invest in repairing sidewalks and creating new active and pedestrian networks across Charleswood-Tuxedo-Westwood.
  • Accountability for Quality: I will demand strict oversight from Public Works so that contractors stay on schedule, we are seeing progress on a daily basis, and when the job is finished, the final product lasts. I will also continue to push to make sure ditches, catch basins, culverts, roads, and sidewalks are maintained and cleared.

As your councillor, I secured funding for major resurfacing, rehabilitation and reconstruction on corridors like Portage, Wilkes, Corydon, and Grant, proving that with strong leadership, we can get projects done in our community. We still have a long list of streets to tackle. My priority is to continue to secure funding for roads and sidewalks in our neighbourhood for the next generation of residents, while ensuring these projects are completed with as little disruption to your daily routine as possible.

A Shared Vision

Community Character

The natural beauty of Charleswood, Tuxedo, and Westwood is the heart of our community. Our vision is to protect the mature trees, parks, and quiet trails that make this the best place to raise a family. As Winnipeg grows, we will take a balanced approach that allows for smart development while protecting the unique character and natural spaces we all value.

The Focus

  • Protecting Green Spaces: From the Assiniboine Forest, River, and Park to Fort Whyte Alive, the Harte Trail, and local neighbourhood parks, I am committed to protecting our natural spaces. By securing $90 million for the Urban Forestry Strategy focused on tree planting and pruning, we are keeping our community green for future generations.
  • Sensible, Balanced Growth: I will protect the feel of our neighbourhoods by making sure any new housing fits and meets the needs of our residents. I believe good planning means listening to local residents and finding a middle ground that protects our community.
  • Housing for Every Stage of Life: I am committed to supporting housing options that let our seniors downsize comfortably in the community they helped build. I want to ensure our neighbourhoods stay welcoming and accessible for new families.

Growth has to be thoughtful, sustainable, and guided by the needs of the neighbourhood. From protecting our green corridors to honouring local history, I will continue to be a strong advocate for you and our community character.

A Shared Vision

Your Voice

I believe in being accountable, making hard decisions, staying visible in the community, and working with you. As your councillor, my commitment is making sure you are heard and taking action on the issues that matter most to our neighbourhoods.

The Focus

  • Accessible Representation: I remain committed to being there for you. For the past four years, I have consistently responded to your calls, emails, and everyday neighbourhood issues, from snow clearing to potholes and everything in between.
  • Strengthening Community Hubs: I will continue investing in the places where neighbours connect. I am committed to supporting community volunteers who help our kids grow and working with not for profit organizations who facilitate programs for seniors. The people who live in our community are our strength.
  • Strong Ward Advocacy: I will provide steady, common sense leadership to make sure our ward gets its fair share of city resources and investments. My top priority will always be our community and delivering the services we deserve.

Together, we have delivered real progress on roads, parks, recreation hubs, and safety. There is still plenty of work ahead, and I am committed to continuing as your accessible leader in the community and at City Hall.

AboutEvan Duncan

Welcome! I’m Evan Duncan, and I am proud to serve as your City Councillor for the Charleswood-Tuxedo-Westwood ward. I was born and raised right here in the community, and I am incredibly proud to continue calling it home today alongside my wife and our three daughters.

I was first elected to council in 2022, and my goal every day is to work alongside you to build a better neighbourhood and a stronger Winnipeg. Currently, I serve as the Chairman of the Property Planning and Development committee, and director on the Assiniboine Park Conservancy and RBC Convention Centre boards. As your area councillor, my focus has been on addressing the issues that matter most to our community—from maintaining our parks, streets, and sidewalks to supporting community clubs, volunteers, and seniors.

My dedication to public service is deeply rooted in my background. Before joining City Council, professionally, I worked in the public sector for Manitoba Justice. Over the past 25 years, I have volunteered with community organizations and families. I believe that real progress happens when we step up, get involved and contribute. This is why I am committed to collaborating with residents and leading by example to ensure our community continues to thrive.

It has been a true privilege to serve the area I love. I am asking for your vote on October 28th so that we can keep building a stronger community together.
